Position Responsibility: The Human Resources (HR) Analyst is an integral part of the HR leadership team, responsible for collecting, structuring, analyzing, and reporting on HR processes and data. The Analyst has a strong focus on HR information systems and is responsible for implementing, maintaining, and updating these information systems. This position carries out responsibilities in the following functional areas: compensation administration, performance management, and policy implementation.

Essential Functions: (Core duties or tasks that are fundamental, and not marginal to the performance of the job)

Compensation Administration

  • Maintains the Agency wage and salary system.
  • Consults with HR leadership team to interpret new and current laws and regulations that relate to compensation.
  • Gains knowledge of compensation systems and is able to articulate it to managers.
  • In collaboration with other HR leadership and agency management, develops and evaluates job descriptions to ensure proper grade and compensation. Conducts or assists with conducting classification audits to ensure that jobs are properly classified as exempt or nonexempt.
  • Serves as a resource to HR staff and managers to determine rate of pay for new hires, new positions and at the time of re-structuring, considering internal equity, applicable work experience, and wage and salary system parameters.
  • Completes requested compensation surveys.

Project Management

  • Partners with IT, Fiscal and other members of the HR team to manage system and process improvement projects in areas such as learning management, payroll, time and attendance, and performance management. May serve as project lead.

HR Action Analysis and Approval

  • Participates in the evaluation and approval of HR actions such as employee transfer, promotion, and performance management.

Data Collection, Reporting, & Analysis

  • Serves as administrator for HR Information System (HRIS) and maintains strong familiarity with other HR databases and systems including applicant tracking system and performance evaluation tracking system.
  • Optimizes use of HRIS by evaluating current use, developing custom reports and finding efficiencies. Serves on departmental and/or cross-agency team to implement improvements. May serve as team lead.
  • Collects, compiles, and analyses HR metrics and data from a variety of sources including the HRIS and payroll outputs, management and employee surveys, exit interviews, employment records, government labor statistics, compensation and benefits surveys, and other sources.
  • Analyzes data and statistics for trends and patterns with attention to recruitment, hiring practices, turnover, and compliance with employment laws and regulations.
  • Prepares reports of data results, presenting and explaining findings to senior leadership as necessary. Such reports include turnover and time to fill.
  • Maintains HR data integrity by ensuring the accuracy and consistency of input data. Audit HR data and troubleshoot irregularities.
  • Respond to HR data and survey requests on an ad hoc basis by gathering, analyzing, and reporting relevant data from various sources.
  • Provides back-up for data entry duties handled by the HR Administrative Assistant.
  • Builds learning assignments in HRIS, partnering with Agency staff requiring the assignment.
  • Assists with setting up data feeds between ADP and other systems as well as benefits vendors.
  • Ensures that all required reporting requirements are completed accurately and on time. Including but not limited to EEO1, Care Manager Workbook, Massachusetts State Program Report, and grant requests.
  • Maintains knowledge base of ESMV Policies and HR processes.
  • Other related duties as assigned.


  • Bachelors degree in Human Resources or a related degree preferred. Associate's degree and a minimum of 5 years of relevant work experience required.
  • At least five years of experience in one or more areas of Human Resources; HRIS administration or compensation strongly preferred. Experience in administration of HR information systems strongly preferred; ADP Workforce Now experience preferred.
  • Strong attention to detail and a strong drive and experience using data to answer business questions.
  • Possess or quickly establish advanced Excel skills, including an understanding of how to combine worksheets and analyze large amounts of data using Pivot Tables.
  • Excellent analytical, process, and problem solving skills. High level of interpersonal skills and integrity; solid team player. Effective communication skills, including verbal (logical and organized), written, listening, and presentation.
  • SHRM-CP or SHRM-SCP preferred.

Hours: 37.5 hrs/week
