Position Responsibilities: The Housing Programs Manager oversees a variety of housing related initiatives within ESMV/NS, including but not limited to our existing Supportive Housing Programs and our growing focus on housing preservation efforts, with the overall goal of ensuring stable, healthy, and engaging communities. The Housing Programs Manager supervises a team of Resident Service Coordinators, promotes collaborations with housing authorities and other community-based partners, partners with our agency Congregate Housing programs, collaborates with the Director of Community Programs and the Chief Strategy Officer to set the strategic direction of the housing work, and oversees program budgets and all program reporting requirements.

Essential Functions: (Core duties or tasks that are fundamental and not marginal to the performance of the job)

  • Supervise housing program staff, coordinate the hiring of staff, including training, mentoring, and evaluating.

  • Convene monthly team meetings.

  • Monitor program budgets, approve monthly expense reports.

  • Align contracting, processes, and procedures across all supportive housing sites.

  • Work with staff to ensure that programming offered to residents meets identified needs, promotes social engagement, fosters community, and addresses health and wellness and interests of residents.

  • Work with vendor agencies to ensure that services are delivered as authorized in the housing sites, maximizing revenue, and reducing costs.

  • Coordinate with our internal congregate housing program staff to ensure an aligned approach to housing.

  • Meet regularly with local housing authority representatives to ensure that staff are meeting the identified needs of residents and explore ideas for additional programming.

  • Promote partnerships with other agency programs/departments to ensure wholistic approach to residents' needs.

  • Under the direction of the Director of Community Programs and Chief Strategy Officer, implement new initiatives to support housing stability, which may include but are not limited to applications for housing, home-modifications efforts, and tenancy preservation projects.

  • Develop partnerships with home health and mental health providers, Councils on Aging, and other community-based organizations.

  • Act as agency representative to the Executive Office of Elder Affairs regarding policies and procedures in supportive housing sites.

  • Complete required statistical reports and analysis for identified funding sources.

  • Other duties as assigned.


  • Bachelor's degree in Social Work, Public Health, or related field. LSW a plus.

  • Five years' experience in elder care, housing, health, or other service delivery system required.

  • Strong supervision/management skills and experience required, with emphasis on active listening, effective communication, and positive mentoring.

  • Strong mediation and problem-solving skills.

  • Strong communication and writing skills.

  • Willingness to think creatively and identify new resources to enhance supportive housing.

Hours: 37.5hrs/week
